Before applying for an automated solar plan review and solar permit, projects must follow certain requirements. At this time, SolarAPP+ is designed to provide a code-compliance check for the majority of residential, roof-mounted photovoltaic systems. To see which systems are eligible, please refer to the https://solarapp.nrel.gov/docs/SolarAPP-PV-Eligibility.pdf and Eligibility Checklists. Only projects that conform to this lists are eligible to use the automated SolarAPP+ portal for instant permitting.



1. Eligibility to use SolarAPP+

  • PV system must be installed on a permitted main dwelling rooftop only (no trenching allowed).
  • PV system installations required for Accessory Dwelling Unit (ADU) CEC code compliance may not be submitted as a SolarApp+ application.
  • No Ballasted Systems.
  • No main panel upgrades may be included with the SolarApp+ application.  If a main panel upgrade is needed, please apply for a separate permit.
  • NOT located in a City’s flood zone. Please check BOTH the FEMA National Flood Hazard Layer (NFHL) Viewer map AND the City of Roseville Property Information Tool (turn on the “Floodplain” layer).
  • Must have preapproval from Roseville Electric (click here for more information) and the following must be met:
    • No line side taps.  Nothing is to be tied to the Utility side of the main breaker.
  • Must be applied for and issued to a California licensed contractor (C-10, C-46, or B classifications only) that has previously registered with SolarAPP+.
  • Permit Runners or Expediters are not allowed to submit a SolarAPP+ application.  
  • Must have a valid CSLB license AND City of Roseville Business License (click here for more information for a business license).

2. Submit for Automated Review Through SolarAPP+

  • Submit your design to  solarapp.nrel.gov .
  • Click Login or Register to get started.                                                                                 
  • A $25 processing fee will be charged by the SolarAPP+ website.

3. Required Documents

4. Apply for Permit                                                           

  • Apply for your permit here.
  • Click SolarAPP+ Permit.
  • Provide your SolarAPP+ approval ID number and upload your plans, specifications and SolarAPP+ document.
  • Pay applicable Building Permit fees (currently $1,349.49).
  • Download and print your Building inspection card.

5. Getting an Inspection

  • Have your Building inspection card printed and available on-site for an inspector.
  • Have a one-line diagram on-site for an inspector.
