Roseville Electric Utility Meter Upgrade Opt-Out Program

The purpose of Roseville Electric Utility’s meter upgrade project opt-out program is to provide residential customers with the option to opt-out of having a standard advanced meter installed at their residence. Customers that choose to opt-out will have a non-standard, non-communicating digital meter installed.

Guidelines and fees associated with opting out of a standard advanced meter are as follows: 

  1. Customers may qualify to opt-out if:
    1. They are a residential customer receiving service at a single-family home, which may include townhouses and condominiums that are individually metered as well as duplexes and half-plexes where co-location of meters exist. (Meters cannot be part of a meter bank).

  2. Residences may not qualify to opt-out if:
    1. Electric service has been interrupted 2 or more times in the last 12 months
    2. Account has been subject to a breached payment arrangement, or there are other payment concerns.
    3. Customer has a history of meter tampering or unauthorized use of electricity at current or prior locations.
    4. Residence has a solar meter on a Net Energy Metering rate.

  3. All customers that choose to opt-out are responsible for providing and maintaining monthly access to Roseville Electric Utility staff for purposes of meter installation, maintenance and reading. 
    1. Failure to provide and maintain meter access will result in additional fees and/or the customer may no longer be eligible to participate in the opt-out program.

  4. Customers choosing to opt-out can request a new standard advanced meter at any time.
    1. Customer who elect to opt-in after opting out, will not be eligible to opt-out again for 12 months.

  5. A new standard advanced meter will be installed at any residence that is vacated by an opt-out customer.

  6. Customer’s opt-out status does not transfer to a new service address.
    1. Customers who transfer service will need to enroll in the opt-out option for the new service address
    2. Customers will pay the set-up fee for the new service address

* Roseville Electric Utility may revise fees to reflect changes in meter, billing, and other related costs. Customers may not qualify for future rate options should they participate in the opt-out program.

Unpaid fees will be included in past-due amounts which may be subject to late fees and collection activity.
