This October, the
Roseville Housing Division is proud to observe Housing America Month. Within the Division, the
Roseville Housing Authority (RHA) is celebrating 51 years of service to the community. The Housing Division’s work to expand housing opportunities and build strong community partnerships continues to make safe, affordable housing possible. Housing America Month is also a chance to recognize the residents and staff whose dedication brings this mission to life every day.
Since 1989, Roseville has upheld a bold and compassionate goal of ensuring that 10 percent of all housing developed in the city is affordable to low- and moderate-income households. This vision has translated into real impact, with 5,167 affordable units, both rental and ownership, created over the past three decades.
Today, Roseville is home to 2,899 affordable rental units, offering vital housing options for individuals and families across our community. Since 2018, 1,235 new affordable rental units have been built and occupied, reflecting the City’s ongoing commitment to inclusive growth and housing access.
A total of 409 new affordable rental units opened this past summer in three affordable apartment complexes. An additional 1,005 affordable units are currently in the entitlement process or under construction, signaling even more opportunities for residents in the near future.
The City is also reapplying for its
Prohousing Designation, which helps the City stay competitive for state grant funding that supports housing, utility and transportation infrastructure, and community improvements. Since first receiving the designation from the State of California in 2022, Roseville has secured over $1 million in grant funding.
RHA helps connect low-income individuals and families to housing with the aid of federal resources. Some examples of programs that assist people coming directly from homelessness include:
- Foster Youth to Independence (FYI) Vouchers for youth, ages 18-24 years old: The 20-voucher program is well on its way to full utilization, with eight households already leased, five youths actively searching, and seven more in the application pipeline.
- Veterans Affairs Supportive Housing (VASH) Vouchers for Veterans: 99 out of 100 vouchers are leased, marking the second time our VASH program has reached an exceptional lease-up rate. RHA is applying for another 20 vouchers this fall.
Roseville’s Housing Division has helped thousands of people who now have a safe, stable place to live. Roseville’s affordable housing efforts continue to shape a more equitable future for all.

- Children in stable housing are 20 percent more likely to graduate high school compared to those experiencing frequent moves or homelessness (National Institute of Health).
- Adults living in affordable housing are more likely to maintain steady employment and increase their long-term earnings (IZA Institute of Labor Economics).
- Communities with affordable housing experience lower crime rates and stronger neighborhood stability (California Housing Partnership).
- Seniors in affordable housing report being 40 percent more likely to age in place safely compared to those in unstable housing situations (National Housing Conference).
- Affordable housing developments generate jobs — on average, 100 affordable apartments create 120 construction jobs and 30 ongoing local jobs (National Housing Conference).
