As City Manager, Dominick Casey leads Roseville’s organization to deliver comprehensive, high-quality services that sustain one of California’s few full-service cities. He oversees a $827 million annual budget and more than 1,000 employees across 14 departments, driving operational excellence, community investment, and fiscal responsibility. Since his appointment in 2018, Dominick has advanced initiatives enhancing customer service, financial sustainability, and workplace culture.

Dominick joined Roseville in 2011 as Director of Parks, Recreation & Libraries, where he led the development of new public amenities and departmental efficiencies. He previously served more than a decade with the City of Henderson, Nevada, in leadership roles including Parks and Recreation Superintendent and Assistant Director, focusing on recreation program development and capital project delivery.

He holds a Master of Science in Organizational Leadership from Chadron State College and a bachelor’s degree from Northern Arizona University. He was named to the Sacramento Business Journal’s 2024 “Power 100” list for his leadership in municipal innovation and management excellence.

As City Attorney, Michelle Sheidenberger provides legal leadership that ensures effective governance, regulatory compliance, and risk management across all City operations. Appointed in May 2021, she oversees a team of attorneys and administrative professionals who provide comprehensive legal services to the City Council, boards, commissions, and departments. 

Michelle joined the City of Roseville in 2001 and has served as counsel to every City department, drafting hundreds of agreements and managing specialized areas of municipal law. Her prior experience includes clerking for the late Honorable Edward J. Garcia, U.S. District Court, Eastern District of California.  

She earned her bachelor’s degree in Political Science from the University of California, Davis, and her law degree from the University of the Pacific, McGeorge School of Law, where she served as editor-in-chief of the Law Review. A Leadership Roseville graduate, she is recognized regionally for her depth of public law expertise and commitment to transparent, practical legal counsel.

As Assistant City Manager and Chief Financial Officer, Dennis Kauffman oversees Roseville’s financial, technology, and human resource functions. He leads citywide strategies that promote fiscal sustainability, workforce excellence, and operational transparency, ensuring resources are aligned to meet community goals. 

Before joining Roseville, Dennis held key roles in the City of Sacramento’s Finance Department for more than 16 years and began his career as a CPA auditing public agencies. His 27 years of public finance experience include developing policies that promote efficiency, accountability, and innovation in financial management.  

Dennis holds a bachelor’s degree in Business Administration and a master’s degree in Public Policy and Administration from California State University, Sacramento. A Certified Public Accountant, he is also recognized as a Certified Public Finance Officer and Certified Government Finance Manager and serves on multiple state and national finance committees.

As Assistant City Manager, Ryan DeVore oversees Roseville’s infrastructure, utilities, parks, and development services, ensuring city systems remain reliable, sustainable, and responsive to community growth. He provides leadership across multiple service areas, coordinating strategic planning and capital investments that maintain Roseville’s reputation for quality and efficiency. 

Ryan joined the City of Roseville in 2020 following 15 years with the City of Sacramento, where he served as Community Development Director and Chief Building Official overseeing planning, building, and code enforcement activities. His private-sector background as an engineer and business owner provides a strong foundation for practical, solution-oriented leadership.

He holds a bachelor’s degree in Civil Engineering from Cal Poly San Luis Obispo and an MBA from California State University, Sacramento. Ryan is the current President of the Sacramento Valley City Manager’s Group for the League of California Cities and past president of the Municipal Management Association of Northern California (MMANC). He is an active advocate for professional development in local government leadership.

As Deputy City Manager, Megan Scheid drives citywide initiatives that strengthen Roseville’s organizational culture, public engagement, and legislative effectiveness. Serving on the City’s Executive Team since 2010, she led the City’s award-winning public engagement campaign for a ballot measure that now generates more than $30 million annually to maintain essential city services.

Before joining Roseville, Megan served as Sacramento County’s Communications and Media Director after a decade in the private sector consulting on communication and business strategy projects in Hawaii and Florida. A graduate of Northwestern University, she majored in Journalism with Naval Science minor before serving four years as a U.S. Navy officer. 

Megan is a Senior Fellow of the American Leadership Forum and a 2023 recipient of the League of California Cities Award for the Advancement of Diverse Communities. She also serves on advisory councils for Pepperdine’s Davenport Institute for Public Engagement and Civic Leadership, Cal Cities’ Institute for Local Government, and the InvestHealth Roseville Partnership. She’s a past president of the Roseville City School District Foundation.

As Economic Development Director, Melissa Anguiano leads Roseville’s programs that attract investment, foster business growth, and expand housing opportunities. She oversees initiatives that strengthen the City’s economy, promote community vibrancy, and enhance quality of life for residents and businesses.  

Melissa joined the City of Roseville in 2021, bringing more than two decades of experience in economic and community development. Her prior service includes 17 years with the City of Sacramento’s Office of Innovation & Economic Development, where she helped implement major redevelopment and business retention strategies. 

She holds a bachelor’s degree in Political Science and a master’s degree in Public Administration from California State University, East Bay, and is a 2018 Equitable Economic Development Fellow through the National League of Cities, PolicyLink, and the Urban Land Institute.
