Road resurfacing, Roseville Soccer Complex, and utility system improvements are among scores of infrastructure and improvement projects included in the
Fiscal Year 2023-24 budget approved by the Roseville City Council at its June 21 meeting.
Of the total $784 million City budget, the capital improvement program totals approximately $130 million, consisting of 87 projects.
Infrastructure updates enhance the overall quality of life in Roseville and service to the community. Improvement projects are generally large and can span multiple yearly city budgets. Work in FY2023-24 on some projects may include planning, design, and other project preparation. Construction may begin in subsequent fiscal years.
Here are some of the more notable improvement projects in the FY2023-24 budget:
Parks
- Park rehabilitations including golf courses
- Construction of the Roseville Soccer Complex with 10 fields and a universally accessible playground
- Design of multiple neighborhood parks
- Study and develop the use of the Fiddyment house and its surroundings at Pistachio Regional Park
- Continued development and play structure replacements at multiple neighborhood parks
Utilities
- Electric distribution system improvements
- New electric system infrastructure including underground cables, vaults, panels, switches, and transformers to connect new customer services
- Improvements to the Roseville Energy Park and Roseville Power Plant No. 2 to extend equipment life, improve efficiency, and expand flexibility
- Advanced metering infrastructure project covering electric and water equipment
- Design of the Utility Operations Center
- Rehabilitate existing sewer collection system pipelines through the Sewer Collection Cured-in Place Pipe Rehabilitation project
- Restore, re-design and install a new foul air odor collection system at the Dry Creek Wastewater Treatment Plant
- Construct two potable water wells with aquifer storage and recovery facilities in the Campus Oaks and Misty Wood areas
Technology
- Cybersecurity upgrades
- Replace the Police Department’s records management system
- Replace the Police Department’s Mutual Aid Repeaters infrastructure to enable agencies from different jurisdictions across local, state and federal agencies to communicate with each other
- Public Records Request project will provide tracking, notifications, workflow, and document storage for all public record requests
Roadways
- Roadway resurfacing preparation in the Los Cerritos and Roseville Heights neighborhoods
- Traffic signal and roadway improvements for the Roseville Soccer Complex
- Roseville Parkway widening and triple left turn lanes on Pleasant Grove Boulevard
- Continuation of multi-year Sun City roadway resurfacing project
- Extending Roseville Parkway and closing the gap between Washington and Foothills Boulevard, including a four-lane bridge over the railroad tracks
Alternative Transportation
- Dry Creek Greenway East: Construction of Phase 1 between Darling Way and Rocky Ridge Drive
- Dry Creek Greenway West: Design of a three-mile-long paved trail between Riverside Avenue and Cook Riolo Road
- Design of a paved trail through Mahany Park open space
- Purchase of electric buses and vans, and construct a zero-emission charging depot
- Improving fleet services infrastructure and repair of Compressed Natural Gas vehicles
Other
- Stormwater retention basins in the Al Johnson Wildlife Area to provide mitigation for development projects in the Dry Creek and Curry Creek watersheds on the northwest side of the city.
