It’s a common question, especially since Roseville is a growing city, known for the range and excellence of its municipal services and high quality of life. With new housing developments on city borders, many homes outside city limits still have a “Roseville” mailing address.

Why does my address say Roseville if I’m outside city limits?

The U.S. Postal Service sets addresses for city names and ZIP codes based on what works best for delivering mail, not on actual city boundaries. That means some homes in unincorporated Placer County use “Roseville” in their mailing address even though they are not inside Roseville city limits. 

How should the news media accurately refer to incidents at addresses with a Roseville mailing address that are outside Roseville city limits?

Before reporting, we encourage journalists to verify the jurisdiction using the Know Your Boundaries interactive map. If the location falls outside Roseville’s municipal‑services boundary, please avoid referring to it simply as “in Roseville.” 

Instead, use phrasing such as: 
  • “near Roseville in unincorporated Placer County” 
  • “in unincorporated Placer County near Roseville” 

This wording gives audiences a familiar geographic reference while accurately reflecting which agencies provide services at that location. 

Why does this distinction matter?

Areas with a Roseville mailing address but outside city limits are served by different agencies (such as Placer County Sheriff’s Office, South Placer Fire District, SMUD or PG&E) than those within the City of Roseville. Accurately identifying the jurisdiction ensures the public receives accurate information about who is responding to an incident and which agencies are responsible for services.
