The facts about curb painting

Updated June 23, 2023
Has a solicitor come to your door, or have you received a flier that encourages you to have your address painted on the curb in front of your house?

This practice is unnecessary and is a violation Roseville Municipal Code 11.22.020. Curbs are located within the City Right of Way and painting them is considered defacing public property.  Solicitors often use high pressure sales tactics and falsely state it improves safety because emergency responders look at curbs for address numbers when trying to locate an address.

Solicitors leaving fliers or approaching homeowners about curb painting have no affiliation with the City.  In order to leave the fliers on private property or knock on doors; however, they do need a valid Solicitors Permit from the Police Department. We require door to door solicitors to be registered to protect residents by only issuing permits to licensed businesses, obtaining the identification of every employee who will be soliciting, and requiring solicitors to honor “No Soliciting” signs placed by residents. Permitted solicitors are required to present proof of registration and identification to residents when requested. (Permits are not required for charitable or religious organizations)

If/when a solicitor knocks on your door about curb painting, please call the Police Department so an officer can make contact with them.  The non-emergency number is 916-774-5000 option 1.
