Background

Today, the City has the opportunity to prioritize improvements and encourage revitalization of three of Roseville's older commercial corridors with vibrant and walkable streets, thriving businesses with retail and office spaces, community gathering places, and new housing options.

The three commercial corridors are:
         1.  Atlantic Street
         2.  Douglas Boulevard and Harding Boulevard
         3.  Douglas Boulevard and Sunrise Avenue

The strategies, policies, and standards included in these plans will provide opportunities for mixed-use developments to be built in walkable and bikeable environments with enhanced connectivity to adjacent neighborhoods and other destinations.  The plans will include a community-based vision that respects the unique identity of each corridor and their surrounding communities.

The primary goals are to improve streetscapes through the implementation of design guidelines and standards, encourage reinvestment and redevelopment of commercial properties, and to facilitate housing.

Goals & Objectives

Each plan includes its own goals and objectives, based on the unique characteristics of the plan area and on community input. Each Commercial Corridor Specific Plan will include development standards, design standards, and regulatory incentives to encourage and support appropriate mixed use spaces, affordable housing, pedestrian-friendly design, public amenities, streetscape beautification, appropriate parking, and convenient access to transit.

Atlantic Street Corridor
  • Create a cohesive neighborhood identity that recognizes the area as a key gateway into the City’s Downtown.
  • Provide new opportunities for reinvestment and improvements to frontage businesses along Atlantic Street.
  • Create a compatible and harmonious relationship between residential and commercial development where commercial areas are contiguous to residential neighborhoods.
  • Improve existing public streets and alleyways within the residential neighborhood to facilitate and encourage the construction of additional housing.
  • Establish land use patterns that increase density near commercial uses and a transition to lower density residential closer to the Dry Creek open space.
  • Improve existing linkages to existing parks and the Dry Creek open space.
  • Establish regulatory mechanisms that streamline the development process for projects that promote plan objectives.   
Douglas-Harding Corridor    
  • Attract high-quality new development and redevelopment that is an integrated and connected part of the Plan Area.  
  • Support new residential units in the core of the plan area to create a mixed-use environment that supports local businesses.   
  • Create an attractive, inviting, and cohesive streetscape environment.   
  • Upgrade pedestrian and bicycle infrastructure to create safe connections within the Plan Area, and to the City’s downtown, parks, and Miner’s Ravine trail.   
  • Encourage new business growth and reinvestment to serve the Plan Area and the greater Roseville area.   
  • Create a compatible and harmonious relationship between residential and commercial development.   
  • Establish regulatory mechanisms that streamline the development process for projects that promote plan objectives.
Douglas-Sunrise Corridor
  • Create a unique character and identity for the plan area as a gateway to East Roseville.   
  • Attract high-quality new development that is an integrated and connected part of the Douglas-Sunrise plan area and the revitalization of existing development in the area.   
  • Construct residential units in the core of the plan area to create a mixed-use environment that supports local businesses.   
  • Create an attractive and inviting environment on commercial corridors for pedestrians and other modes of active transportation for ease of access and improved air quality and public health.   
  • Upgrade pedestrian and bicycle infrastructure to create safe connections throughout the plan area.   
  • Create a balance of commercial land uses in the plan area that will address the needs of the surrounding communities and greater Roseville area.
  • Create a compatible and harmonious relationship between residential and commercial development where commercial areas are contiguous to residential neighborhoods.   
  • Establish regulatory mechanisms that streamline the development process for projects that promote plan objectives.   
  • Create an intensity and scale of development that is appropriate to the central location and commercial significance of corridors on Douglas Boulevard and Sunrise Boulevard.

Project Description

Each proposed Specific Plan includes streetscape and frontage design guidelines, commercial reinvestment and redevelopment incentives and design guidelines, and land use changes. As proposed, the Specific Plans will include:

  • A suite of streetscape improvement options
  • Frontage design guidelines for improvements on private commercial or multifamily property
  • Building and development design guidelines
  • The addition of multifamily residential as a permitted use in commercial zone districts
  • Where there are inconsistencies, correction of the land use designation to be compatible with the existing zone district
  • For a few properties, changing both the zone district and land use designation
  • Replacement of obsolete and unclear Planned Development ordinances with one of the City’s standard zone districts

Funding

The Corridor Plans project is funded by a mix of sources, including a $310,000 state grant through the Senate Bill 2 Planning Grants Program, all of which is allocated to this project; a $500,000 state grant through the Local Early Action Planning Grants Program, only a portion of which is allocated to this project (the grant is for the City’s Housing Element and implementing projects); and, if needed, additional funding is available through the City’s General Fund.
