As City Attorney, Michelle Sheidenberger provides legal leadership that ensures effective governance, regulatory compliance, and risk management across all City operations. Appointed in May 2021, she oversees a team of attorneys and administrative professionals who provide comprehensive legal services to the City Council, boards, commissions, and departments.
Michelle joined the City of Roseville in 2001 and has served as counsel to every City department, drafting hundreds of agreements and managing specialized areas of municipal law. Her prior experience includes clerking for the late Honorable Edward J. Garcia, U.S. District Court, Eastern District of California.
She earned her bachelor’s degree in Political Science from the University of California, Davis, and her law degree from the University of the Pacific, McGeorge School of Law, where she served as editor-in-chief of the Law Review. A Leadership Roseville graduate, she is recognized regionally for her depth of public law expertise and commitment to transparent, practical legal counsel.
