2024 Election

General Elections are held on the first Tuesday, after the first Monday, in November of even-numbered years. The 2024 election is scheduled for November 5.

Three (3) City Council District seats up for election:  Districts 1, 3, and 5.

Eligibility
Eligible candidates must be:
1. United States citizen;
2. 18 years of age on or before Election Day; and
3. Registered voter living in the City and District at the time Nomination Papers are issued for said district election cycle.

Term of office is four (4) years.

Campaign Period
Candidates may begin fundraising on February 5, 2024 (from a point nine months prior to the general election), until December 31, 2024 (the December 31st immediately following such election).

Candidates should schedule a meeting with the City Clerk before the nomination period to ensure the necessary forms are filed:

Form 501 - Candidate Intention Statement must be filed with the City Clerk’s Office prior to soliciting or receiving any contribution or loan, or before making any expenditures from personal funds on behalf of your candidacy.

2024 - RVMC Campaign Contribution Limit Acceptance must be filed with the City Clerk's Office prior to accepting any campaign contributions.  The current limit is $560.

Form 410 – Statement of Organization must be filed with the Secretary of State within 10 days of receiving contributions from others totaling $2,000 or more, or you make personal fund expenditures of $2,000 or more on your campaign. 

Nomination Period
Candidates must obtain a Nomination Packet by scheduling an appointment with the City Clerk’s Office only during the Nomination Period: July 15 - August 9, 2024 (113th day and 88th day prior to a municipal election).  The nomination period closes at 5 pm on August 9th. The packet consists of forms that must be completed and filed before the end of the Nomination Period.  A $25 filing fee must be paid at the time petitions and forms are filed.

Reporting Campaign Contributions and Expenditures
At the onset of raising and spending campaign funds, all candidates, their controlled committees, and committees primarily formed to support or oppose an elected official, candidate, or a measure shall file the applicable pre-election and post-election reports specified in Section 84200 et seq., of the California Government Code and file reports required by the City of Roseville as follows:

1.  A report of all expenditures made by the candidate or controlled committee to each person who received the cumulative amount of $100.00 or more since the last report. The report shall include the name and street address of each recipient, as well as the amount of each expenditure and a brief description of the consideration for which each expenditure was made. 

2.  A report of all contributors who have made a contribution or contributions to the candidate or controlled committee in the cumulative amount of $100.00 or more since the last report. The list shall include the name, address, occupation, and employer of each contributor, and the dollar amount of each contribution or contributions.


After the Nomination Period – End of Election (December 2024)
Form 700 - Statements of Economic Interests Successful candidates with an established campaign committee must continue to file semi-annual statements until their campaign committee is terminated.

Unsuccessful candidates with an established campaign committee are advised to terminate their committee so as to avoid continued filings. Unsuccessful candidates should consider participating in local government in other ways by serving on other City boards or commissions.
