City Council makes key decisions in move to district-based elections

A district boundary map, sequencing of district elections, and the selection process for future mayors were decided by the Roseville City Council on November 6 at the fourth public hearing about district-based City Council elections in Roseville.

The first reading of an ordinance establishing district-based elections will be at a public hearing during the City Council meeting at 6 p.m., Wednesday, November 20 in the City Council Chambers at 311 Vernon St., with a second and final reading at the same time and place on Wednesday, December 4.

Determining Districts

The City Council selected district boundary map 117B from more than 30 maps submitted by the public. The map consists of five districts to align with the Roseville City Charter.

The selected map meets the legal population distribution using the 2010 census data as is required by law. It will be used for the November 2020 City Council elections.  The districts will be redrawn with 2020 census data for the November 2022 City Council elections.

Sequencing of Elections

The City Council also determined that districts 1, 3 and 5 will be up for election in 2020. Districts 2 and 4 will be up for election in 2022.  

Determining the Mayor

How to determine the mayor in a district-based election was another matter decided by the City Council at the November 6 meeting. Currently, the City Charter designates the top vote-getter in the last general election as the incoming vice mayor for two years, then as mayor for the remaining two years of the councilmember’s four-year term. As the candidate who won the most votes in the 2018 election, current Vice Mayor Krista Bernasconi will become mayor in 2020 in accordance with the City Charter.

After Bernasconi’s term as mayor, the proposed ordinance will outline that future mayors and vice mayors will be selected by the City Council.
