Per the CBC (California Building Code) - No building or structure regulated by this code shall be erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted or demolished unless a separate permit for each building or structure has first been obtained from the building official.

Building Permit / Plan Check Fee Table and Strong Motion Tax - this table gives you the Building Permit Fee for construction and labor valuation of a project from $1 to $250,000. The Strong Motion Tax formula is shown at the bottom of this table. Effective January 1, 2009 there is also a Building Standards Fee required on all permits. This fee is $1.00 for every $25, 000 in valuation or portion thereof. Valuation shall be based on the original equipment, construction, and labor costs and shall not include rebates or other customer discounts. The Building Division may request contract verification at any time to confirm valuation.
Policy on work done without a Building Permit - this policy describes the steps for obtaining approval from the City of Roseville for work that has been done without the benefit of a building permit.
Online permitting for simple building permits. This link will enable anyone to research on-line permit records, but only licensed contractors who are pre-registered for this service with the Building Inspection Division, may obtain on-line building permits. You must complete and sign a Licensed Contractor Declaration form which requires a current contractor's license, City of Roseville business license, and workman's compensation policy. On-line permits are only available for simple projects that do not require plans or specifications to be submitted for approval. Such permit types include re-roofing (not tile), replacing water and sewer lines, replacing water heaters (not tankless and not instant or "insta-hot") or HVAC systems using existing gas lines, adding electrical circuits, window change-out (like for like), etc. Be aware, new energy guidelines require additional compliance forms to be completed and available for inspection. Also, the on-line permit process is currently not compatible with Internet Explorer 9 or later. PLEASE NOTE: Placer County mPOWER related permits shall not be submitted on-line and will be voided resulting in non-refundable loss of all Accela processing fees and partial permit fees. Also, the Air Quality disclaimer form is required to be completed and sent with each web permit.
Permit Refunds - Permit applicants for over the counter and web based permits, where no work has been done, may request a refund in writing for that permit. Where authorization for a refund is granted, no more then 50% of the original permit fee shall be refunded on permits up to $300. For permits that exceed $300 in cost, the City will retain up to a maximum of $150.00 for processing of permit, cancellation of permit, and permit refund.

Permit Exemptions
- One-story detached accessory buildings used as tool and storage sheds, playhouses, and similar uses, provided the floor area does not exceed 120 square feet (11.15 m2).
- Fences not over 6 feet (1829 mm) high.
- Oil derricks.
- Retaining walls that are not over 4 feet (1219 mm) in height measured from the bottom of the footing to the top of the wall, unless supporting a surcharge or impounding Class I, II or III-A liquids.
- Water tanks (not including hot water heaters) supported directly upon grade if the capacity does not exceed 5,000 gallons (18 925 L) and the ratio of height to diameter or width does not exceed 2:1.
- Sidewalks and driveways not more than 30 inches (762 mm) above adjacent grade and not over any basement or story below and are not part of an accessible route.
- Painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work.
- Temporary motion picture, television and theater stage sets and scenery.
- Prefabricated swimming pools accessory to a Group R-3 occupancy that are less than 24 inches (610 mm) deep, do not exceed 5,000 gallons (18 925 L) and are installed entirely above ground.
- Shade cloth structures constructed for nursery or agricultural purposes, not including service systems.
- Swings and other playground equipment accessory to detached one- and two-family dwellings.
- Window awnings supported by an exterior wall that do not project more than 54 inches (1372 mm) from the exterior wall and do not require additional support of Group R-3 and U occupancies.
- Nonfixed and movable fixtures, cases, racks, counters and partitions not over 5 feet 9 inches (1753 mm) in height.
