LEGISLATURE MUST PASS SB 659 QUICKLY TO POSTPONE SCHEDULED DISSOLUTION OF REDEVELOPMENT AGENCIES ON FEBRUARY 1, 2012  

Temporarily Postponing February 1 Deadline for Dissolution of Agencies Will Ensure the State and Education Receive the Funding Intended by the Legislature, and allow Time to Develop a New Job Creation and Neighborhood Renewal Program

On December 29, 2011, the California Supreme Court ruled in the redevelopment litigation -- CRA v. Matosantos – upholding ABX1 26 which abolished redevelopment agencies, but striking down companion legislation that would have allowed agencies to survive if they contribute money to the State. As part of the Supreme Court’s ruling, agencies are to be dissolved on February 1, 2012.  A coalition of labor, business, local government, public safety and affordable housing advocates is working with members of the Legislature to pass SB 659 and temporarily postpone the February 1, 2012 dissolution deadline in order to preserve the ability to develop a new job creation and neighborhood renewal program.

About the Redevelopment Area
Roseville's Redevelopment Agency adopted its Redevelopment Plan in November 1989. The plan encompasses 1,600 acres and stretches from the Sacramento County line to Atlantic Street/Interstate 80. Revitalizing Downtown Roseville and adopting the Revitalization Plan and Design Guidelines for the area has been the primary focus of the Agency. In order to further promote improvements within the area incentives, such as facade rebates, are currently offered by the Redevelopment Agency to commercial property owners in Downtown Roseville.

REDEVELOPMENT PLAN - AS ADOPTED IN 1989

Roseville Redevelopment Agency
The authority to establish a redevelopment agency is granted by the Community Development Law of the State of California. Every city or county within the state may establish a redevelopment agency by adopting an ordinance declaring the need for such within the jurisdiction. In the City of Roseville, as in most California communities, the City Council serves as the local Redevelopment Agency (RDA).

Redevelopment Defined
In 1945, in response to the decay spreading throughout American cities, the California Community Redevelopment Act was created. It was designed to give cities and counties in California the authority to establish redevelopment agencies, address urban decay, and apply for federal funding.

The Community Redevelopment Act was added to the Health and Safety code (Section 33000 et seq.) in 1951 and renamed the Community Redevelopment Law.

Affordable Housing Requirement
Redevelopment project areas adopted after 1976 must use 20% of the tax increments generated within the project area to increase and improve the supply of affordable housing for families and persons of low and moderate income. The City's affordable housing programs are administered by the Housing Division and can be accessed at the following link:

NOFA Award-
The Redevelopment Agency/City Council authorized the award of funds to two separate mixed-use housing projects in Downtown Roseville.  Primary award was to the USA Properties proposal for a project in Historic Old Town (corner of Washington Boulevard & Main Street).  Additional funds were awarded to the Mercy Housing proposal at 623 Vernon Street.  Final awards are still contingent upon a number of project conditions.  Addiitonal information is available in the October 6th Council packet.
