| Redevelopment in Action About the Redevelopment Area Roseville's Redevelopment Agency adopted its Redevelopment Plan in November 1989. The plan encompasses 1,600 acres and stretches from the Sacramento County line to Atlantic Street/Interstate 80. Revitalizing Downtown Roseville and adopting the Revitalization Plan and Design Guidelines for the area has been the primary focus of the Agency. In order to further promote improvements within the area incentives, such as facade rebates, are currently offered by the Redevelopment Agency to commercial property owners in Downtown Roseville. REDEVELOPMENT PLAN - AS ADOPTED IN 1989 Roseville Redevelopment Agency The authority to establish a redevelopment agency is granted by the Community Development Law of the State of California. Every city or county within the state may establish a redevelopment agency by adopting an ordinance declaring the need for such within the jurisdiction. In the City of Roseville, as in most California communities, the City Council serves as the local Redevelopment Agency (RDA). Redevelopment Defined In 1945, in response to the decay spreading throughout American cities, the California Community Redevelopment Act was created. It was designed to give cities and counties in California the authority to establish redevelopment agencies, address urban decay, and apply for federal funding. The Community Redevelopment Act was added to the Health and Safety code (Section 33000 et seq.) in 1951 and renamed the Community Redevelopment Law. Community Redevelopment Law of the State of California 33020 Redevelopment defined “Redevelopment” means the planning, development, re-planning, redesign, clearance, reconstruction, or rehabilitation, or any combination of these, of all or part of a survey area, and the provision of those residential, commercial, industrial, public, or other structures or spaces as may be appropriate or necessary in the interest of the general welfare, including recreational and other facilities incidental or appurtenant to them… Redevelopment Area Map Affordable Housing Requirement Redevelopment project areas adopted after 1976 must use 20% of the tax increments generated within the project area to increase and improve the supply of affordable housing for families and persons of low and moderate income.
