Sierra Vista Specific Plan adopted May 5, 2010

The Sierra Vista Landowner Group submitted a formal application on March 29, 2007 to process the Sierra Vista Specific Plan (SVSP), annexation request, General Plan Amendment, and Development Agreement for an approximately 2,064 acre area, located west of Fiddyment Road, north of Baseline Road, and south of the West Roseville Specific Plan area. A majority of the plan area is within the city’s sphere of influence.

In June 2005 the City Council directed staff to begin processing the SVSP. In July 2005 the City Council approved a comprehensive work program for the preparation of the SVSP environmental impact report (EIR) and in August 2005 the necessary funding agreements and consultant contracts were approved. Since then, staff and the applicants have been in the process of identifying key project issues and constraints and coordination of issues with the resource agencies.  An Environmental Impact Report (EIR) and a separate Environmental Impact Statement (EIS) will be prepared to meet both State and Federal Government requirements. The SVSP went to the City Council on April 18, 2007 with a Feasibility Analysis which examined traffic capacity, water capacity and fiscal impacts.

The Sierra Vista Specific Plan proposes a mix of land uses within the plan area, including 6,650 single-family and multi-family residential units; approximately 216 acres of commercial, commercial mixed use, and business professional uses; approximately 91 acres of parks; approximately 267 acres of open space, and approximately 61 acres set aside for schools and other public/quasi-public uses.
