CIO - IT Communication (New IT Organizational Chart - Keep Making Things Happen)

As you know, the Citywide classification study is complete and was finalized in August. There are a number of positive changes that have occurred here in IT with some future transformation as well. Please review the attached new organization chart for the IT Department. The following is a summary of the changes:
IT Division Manager (Two positions)

  • HR reclassified Tom Pelster to this position based on recommendation by Bryce Consulting during the Citywide classification study; serves as Assistant Director overseeing the Program Managers for the three Infrastructure Divisions (Data Center, Network Communications, GIS/Internet).
  • Promotional recruitment filled by Mike Sinor; serves as Assistant Director overseeing the Program Managers and Sr. IT Analyst for the three Customer Services Divisions (Service Desk, Public Safety Technology, Business Applications). 

    Senior IT Analyst (Two positions)  
  • HR reclassified Holly Grover to this position based on out-of-class recommendation by Bryce Consulting during the Citywide classification study. This is a leadership position responsible for supervising the Service Desk Team, which Holly has been performing consistently for the past few years.
  • External / internal recruitment has begun to fill the other vacancy in the Network Communications Team; posted by HR on 10/17.

    Senior Database Analyst (Promotional)   
  •  Internal recruitment to fill position leading the Data Center Team; currently working with HR to post the job announcement.

    Senior Business Systems Analyst (Two positions)

  • Reserved for future promotional recruitments.

    IT Technician (Two part-time positions)

  •  External / internal recruitment has begun, and over 140+ resumes have been received. Holly Grover is working to process the interview and anticipating the positions to be filled shortly.

    IT Planning & Policy Technician (Changes from Project Coordinator)

  •  External / internal recruitment has begun and approximately 40+ resumes have been received. Roger Root is expecting the first round of the interview to be concluded this week.

    Title Changes in IT Department

  •  Classification plan include IT job title changes not limited to the following – from previous title to current title: Help Desk Technician to IT Technician, Database Administrator to Database Analyst, GIS Analyst to IT Analyst, Network Analyst to IT Analyst, Systems Administrator to IT Analyst, Service Desk Operation & Support Tech to Senior IT Technician, Planning Operation & Support Tech to IT Planning & Policy Technician, Systems Analyst to Business Systems Analyst

    Internship (Multiple positions)

  •  Several recruitments and partnership programs will continue and begin to take place not limited to Heald College, American River College, William Jessup University, and 49er ROP Program. Leveraging this strategy and many other innovative efforts are allowing us to reach the City and IT goals more efficiently and effectively.
