THE POSITION The Human Resources Department is accepting applications for the full-time, permanent position of Systems Analyst II to work in the Information Technology Department. The normal work schedule will be Monday through Friday, 8:00 a.m. to 5:00 p.m. EXAMPLES OF ESSENTIAL DUTIESPerforms a variety of technical duties in the analysis, design, programming, testing, installation and maintenance of data processing systems; operates computer equipment as required; designs, develops, tests and implements computer application and systems; prepares and maintains documentation for each application; designs backup procedures; analyzes problems with existing applications; consults with various City department staff; analyzes current processes and procedures; coordinates system activities with users to identify needs; designs and writes system applications and forms for their use; assists in determining equipment needs; and performs related work as required.MINIMUM QUALIFICATIONSEducation/Experience: Any combination of education and experience that would likely provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:Education: Equivalent to a Bachelor's degree from an accredited college or university with major course work in computer science, or a closely related field.Experience: Two (2) years of responsible programming experience.Knowledge of: Principles of computer systems and procedures analysis and design; principles and techniques of programming, electronic data processing and application documentation; use, capability, characteristics and limitation of computers and related equipment; records storage and handling techniques; computer operating methods, languages and procedures; principles and techniques of complex and technical interactive and batch programming, data processing and application documentation; computer logic and mathematics.Ability to: Conduct data processing systems and procedures analysis and feasibility studies; analyze data and develop logical solutions to data processing application programming problems; prepare work flow charts and code steps into machine language; train or instruct on-line users in use of computer equipment and operating procedures; communicate clearly and concisely, both orally and in writing; establish and maintain cooperative working relationships with those contacted in the course of work; analyze, design, program, install and maintain highly technical and complex programs; write operating instructions and procedures for electronic data processing machine applications; analyze data and develop logical solutions to complex data processing application programming problems; read, interpret and apply complex technical publications, manuals and other documents; implement computer systems; assign and review the design and analytical work of others.On a Continuous Basis: Know and understand all aspects of the job; analyze technical reports; identify and interpret technical and numerical information; observe and problem solve operational situations, technical policies and procedures associated with operations; know, interpret, and explain procedures to the general public, representatives of other public agencies and staff; sit at a desk or in meetings for prolonged periods of time.Intermittently: Twist to reach equipment surrounding desk; perform simple and power grasping, pushing, pulling and fine manipulation; see and hear with sufficient acuity to successfully perform all aspects of the job; use telephone and write or use a keyboard to communicate through written means; may lift computers and related equipment; stand, walk, bend, stoop, twist, kneel and lift.Working Conditions: On a continuous basis, work in an office environment.License or Certificate: Possession of, or ability to obtain, a valid California driver’s license. SELECTION PROCESS Applications will be screened and the most qualified applicants will be invited to an oral interview exam (weighted 100%). Scores earned from the oral exam will establish the Employment List. Candidates within the top five ranked scores will be certified to the department for final consideration.
