Electric Utility Inspection Technician
$7,049.25 to $9,919 monthly (26 pay periods annually)

The Human Resources Department is accepting applications for the regular and full-time-time position of Electric Utility Inspection Technician in the Electric Department. The normal work schedule is Monday through Friday, 6:00 am–3:30 pm; a flex schedule may be available.
The City of Roseville promotes a no smoking atmosphere.
To conduct visual inspections of electric poles and enclosures by driving and or walking the electric distribution and sub-transmission system to identify hazards that impact safety, company liability and/or asset life pursuant to Roseville Electric Utility standards. Perform various diagnostic tests during detail inspections such as infrared imaging and pole shell testing as well as verification of electric mapping. Perform repair work on poles and structures as required and provide technical assistance to other Electric Operation staff as needed.
This classification is distinguished from the Electric Line Technician series as incumbents in the Electric Utility Inspection class do not climb poles or perform overhead work. Electric Utility Inspectors must be Qualified Electrical Workers. The primary function of this position is to perform inspections and maintenance on electric equipment/assets which could include work near exposed energized parts.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Electric Line Construction Supervisor and receives technical and functional supervision from the Senior Electric Line Technician.
EXAMPLES OF ESSENTIAL DUTIES
- Duties may include, but are not limited to, the following:
• Inspect the condition of overhead and padmounted distribution facilities; perform detailed visual inspections of electric utility poles and related hardware, and underground/padmounted equipment; determine structural integrity of wood poles using specialized test equipment, hand tools and mobile field computer units. Maintain accurate records of inspection and maintenance activity and complete related reports daily.
• Drive company vehicle on designated inspections route and/or to off-site training; fuel vehicle at designated fueling stations as needed; unlock / re-lock gates, doors and enclosures, as needed.
• Use hand and power tools to open enclosure doors remove broken parts or debris, infrared sensor to determine status of underground connections; communicate in person, by phone and by radio with supervisors, customers and other departments regarding findings, identified problems, proposed solutions, and estimated time frames and to gain access, as needed.
• Install guy wire markers, visibility strips and ground molding where applicable, and install appropriate marking tags on poles.
• Receive and review work assignments and routes; plan routes, check directions and locations; obtain vehicle safety inspection.
• Perform detailed paper work documenting work performed, record site locations, findings, identified problems, proposed solutions, and estimated time frames; keep records for equipment repairs and replacements.
• Read Distribution/Transmission electric circuit maps; verify GIS mapping and technical data and make corrections when applicable.
• Attend scheduled tailboard meetings and communicate with supervisor to learn safety guidelines and potential hazards in compliance with Roseville Electric Utility standards. Utilize hand held computers and Global positioning systems (GPS). Use digital cameras to document field conditions.
• Operate mobile field unit and barcoding equipment in conjunction with asset management and other software as necessary; submit for and obtain Underground Service Alert (USA) permits when required, may also operate underground locating devices to identify and mark electric underground facilities.
• Build and maintain positive working relationships with co-workers, other City employees, and the public, using principles of good customer service.
• Perform other duties as assigned.

• California Public Utility Commission General Orders #95, #128 and #165 and other applicable ordinances, laws and regulations.
• Department policies and procedures.
• Independently perform skilled electrical repair work in the construction and maintenance of underground electrical transmission and distribution lines.
• Identify system malfunctions and recommend appropriate corrective action.
• On a continuous basis, know and understand operations, and comply with all appropriate safety rules; intermittently analyze problem equipment; identify and locate equipment; interpret work orders; remember equipment location; and explain job details to others.
• Intermittently, sit while studying or preparing reports; bend, squat, climb, kneel and twist when performing pole inspection/maintenance activities; perform simple and complex power grasping, pushing, pulling, and fine manipulation; and lift or carry weight of 50 pounds or less.
• Operate a computer as necessary to perform job duties.
• Operate pole and equipment maintenance and test equipment, such as a jackhammer, tamp, saw and drill, other various hand (manual) tools and test equipment; maintain hand tools and assigned equipment.
• Work safely in a variety of weather conditions.
• Work assigned shift schedules; be available for call-back and on-call assignment.
• Complete forms; maintain logs, and related records.
• Understand and follow all applicable safety regulations.
• Understand and carry out oral and written directions.
• Work independently in the absence of supervision.
• Communicate clearly and concisely, both orally and in writing.
• Establish and maintain cooperative working relationships with those contacted in the course of work.
Experience and Training
One year of experience performing duties as a Qualified Electrical Worker working with High-Voltage (12kV and higher). Electric utility experience and/or electric construction experience is desired.
Equivalent to completion of the twelfth grade and completion of a recognized power line apprenticeship program.
License or Certificate
• Possession of a valid California driver’s license upon date of appointment.
• Possession of, or ability to obtain, First Aid and cardiopulmonary resuscitation (CPR) certificates.

3. Describe the structure of the Power Line Apprenticeship program that you completed. Please be specific in regards to length of time, name and location of company / Utility, and training received that makes you qualified for this position.
4. List any experience or knowledge you have with California General Order 95, 128, & 165. Please be specific in regards to the purpose of the General Orders as well as your work experience operating within the identified requirements.
5. List what type of pad mounted and overhead distribution equipment that you have experience working on and around. Please be specific in regards to voltages and equipment type.
6. Do you have any experience performing inspections or routine maintenance using an asset management system? If so, please describe in detail.
All candidates meeting the minimum qualifications will have their application scored in a Formula Rate Examination. The applicant’s experience and education will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the Employment List. Supplemental questions will be utilized by the department hiring authority to make interview and selection determinations.
