Housing Rehabilitation Program


The purpose of the Housing Rehabilitation program is to:

  • preserve housing occupied by low-income families
  • correct home health and safety problems 
  • help revitalize neighborhoods

Rehabilitation Loans

Loans available to owner occupied properties are deferred payment loans up to $100,000 at 0% interest and are secured by a Deed of Trust. There is no monthly payment. The loan is due and payable upon sale, change of title or change of use - such as change from owner occupied to renter occupied. Loans are used to correct health and safety deficiencies and make general property improvements. Loans can also be used to make the home accessible to accommodate persons with disabilities. The loan to value cannot exceed 90% including the City’s loan.

Rehabilitation Grants

Grants up to $5,000 are available to low-income elderly and/or disabled homeowners. These grants are used to correct health and safety defects and do not need to be repaid.

To apply for the Housing Rehabilitation Program, please complete the Interest Form (Spanish Interest Form) and submit to the City of Roseville Housing Division.
