IT Strategic Planning

The City envisions and requires even greater use of innovative technology in the years ahead. Forward thinking strategic planning will help guide many technology decisions in the future through the examination of the business processes and future technology needs. With consistent evaluation of emerging technologies and how they align with the City’s goals, the Information Technology Department can continue to provide innovative solutions to meet the needs of the City. Strategic planning also entails a regular evaluation of the business process within the City; perpetual evaluation of process improvements and efficiencies is a critical component of the strategic planning effort.

The strategic plans and goals for the Information Technology (IT) Department are documented in the:

     2016 -2017 Strategic Technology Plan

This work plan provides a high level glance at the departmental responsibilities, identifies key areas of importance and the impact those items have on the City. Also within the work plan is a spreadsheet of all the major projects that IT will be focusing on for this year (see attached). All the projects within the Technology Project Resource Forecast worksheet have been reviewed and approved by the City Manager’s Office.

Our focus on this coming years are:

  • Continue to utilize cloud and mobile technologies to create an agile business platform for ongoing/as-needed software implementation, such as: Parks/Rec Registration Program, and Regional Transportation Connect Card.

  • Focus on PPP-people, process and performance to run IT projects, to improve organizational business culture, and to build a state of the art IT-new home/data center.

  • Transform digital businesses for greater return of investment such as: ERP Program-Enterprise Resource Planning, VoIP Telephone, P25-Digital Radio System, and AMI-Advanced Metering Infrastructure.

  • Investigate data analytic, business intelligence and social engagement possibilities for other innovative solution, such as: Content Mgmt. System, and Public Safety Application.

  • Assess Citywide Cyber-security Posture & Readiness, to review strategic risk areas & maturity rating of security capabilities, and to create high-level roadmap charting improvement actions.

    e-Government Strategic Plan Documents

    Introducing the City of Roseville's 2015 e-Government Strategic Plan. The plan was a collaborative, citywide, one-city effort. The bulk of the work was done through joint sessions with the e-Government Steering Team and Executive Sponsor Team, working collaboratively and cohesively to ensure we created a comprehensive and meaningful plan that guides the City’s digital communication and engagement efforts.     Now that the e-Government Strategic Plan has been developed, the next task will be to work with the e-Government Steering Team on the e-Government Projects Action Plan, which will prioritize the digital initiatives and projects for review, approval and support.  


    The City follows a technology governance process to ensure the City makes sound technology investments that are consistent with its strategic plans and goals. The process also ensures that resources are available to complete projects and that the City Manager and Council have the information they need when committing funds to technology projects.

    Project Management Office

    The Project Management Office (PMO) is services and support based, and was established and is managed by the IT Planning Team. The PMO goal and mission is to provide City employees who are managing City projects with tools, knowledge, and support to help ensure project success.     Cross-Functional Teams

    To ensure that we can meet our strategic Vision of "One City", the City of Roseville has many cross-functional teams that are spread over several different departments. These teams include:

    Emergency Preparedness

    When a disaster occurs, the Emergency Services Director meets with city staff to prioritize and develop strategies to handle the disaster incident. The Emergency Operations Center (EOC) is activated. The EOC becomes the center of communication and coordination of resources. The Emergency Preparedness Manager coordinates all of the functions within the EOC.

    The Information Technology Department plays a large role in EOC communication through a variety of resources including radio, local, online, and local resident resource means.

    A disaster can take many forms including earthquakes, floods, major power outages, major fires, radiological accidents/attacks, chemical accidents/attacks, or biological accidents/attacks.

    Our last EOC drill event took place in June 2013. The drill focused heavily on the criticality of communication during an emergency. As power, telephone, and technology outages grew during the mock emergency, different methods of communicating were utilized. Local citizens also participated with expertise of Ham radio operations.
