A request for a Permit or Map Extension requires one of the following:

  • Approval of an Administrative Permit for Extension by the Planning Director.Following a public notice, the Planning Director may waive the requirement for a public hearing if one is not requested. If a public hearing is requested, the Planning Director shall schedule and notice the Administrative Permit for Extension for a public hearing before the Planning Commission or Design Committee.
  • Processing time is normally six (6) weeks however, it is dependent upon the number of similar requests before the City. If a public hearing is required, the applicant or the applicant's representative must be present at the public hearing to answer questions. OR
  • One (1) public hearing before the Planning Commission for the extension of a Major Project Permit pursuant to Chapter 19.82 of the Zoning Ordinance.Processing time is normally six (6) weeks however, it is dependent upon the number of similar requests before the City.

Requests for Second Units that comply with the standards identified in City’s Zoning Ordinance Section 19.60.040 are permitted residential uses. Requests for second dwelling units are reviewed for compliance with the Second Dwelling Unit standards listed on the following page by the Planning Department. Following receipt of clearance authorization from the Planning Department, a request for a second dwelling unit Building Permit can be submitted to the Building Department. Building Permit requests are reviewed by several City Departments to determine conformance with the Zoning Ordinance, Construction and Improvement Standards, and Building Code requirements. A Building Permit is required for all second dwelling units and processing time is dependent upon the residential plan check process.

Flood Encroachment permits require one (1) public hearing before the Planning Commission. Processing time is normally eight (8) to twelve (12) weeks, however, it is dependent upon the number of similar requests before the City.

A Grading plan is required for grading of more than 50 cubic yards when not associated with a discretionary project. Requests for Grading Plans require Administrative processing for Minor Grading Plans or one (1) public hearing before the Planning Commission for Major Grading Plans. Processing time is normally four (4) to eight (8) weeks, however, it is dependent upon the number of similar requests before the City.

A request for a Certified Temporary Farmers Market requires approval by the Planning Director and a public notice.Following a public notice, the Planning Director may approve the requested permit, subject to conditions of approval. The action of the Planning Director to grant the Temporary Certified Farmers’ Market Permit shall be final unless appealed to the City Council.

Requests for Telecommunications facilities that comply with the standards identified in City of Roseville Municipal Code Section 19.34.020 and 19.34.030 are permitted uses. Requests for telecommunication facilities are reviewed for compliance with the standards listed on the following pages by the Planning Department. Following receipt of clearance authorization from the Planning Department, a request for a Building Permit can be submitted to the Building Department. Building Permit requests are reviewed by several City Departments to determine conformance with the Zoning Ordinance, Construction and Improvement Standards, and Building Code requirements. A Building Permit is required for all telecommunication facilities and processing time is dependent upon the plan check process.

It is the policy of the City of Roseville, pursuant to the Federal Fair Housing Amendments Act of 1988, to provide people with disabilities reasonable accommodation in rules, policies and procedures that may be necessary to ensure equal access to housing. Requests for Reasonable Accomodation to provide relief for individuals with disabilities from various land use, zoning, or rules, policies practices and/or procedures of the City may be submitted to the Planning Director.

Outdoor Seating (sidewalk) restaurant seating requires a Zoning Clearance Certification pursuant to Chapter 19.72. The outdoor restaurant seating is subject to compliance with the standards established by Chapter 19.52, Outdoor Seating.Processing time is within 7 calendars days of receipt of the request by the Planning Department.

Applications for Design Review Permits, Major Project Permits, Tentative Subdivision Maps and Grading Plans now must include a Preliminary Stormwater Quality Compliance Form.
