Underground Storage Tanks


<>The Roseville CUPA maintains records of and inspects underground storage tanks (UST's). All UST's are required to meet current state regulations. Permits are required for the installation, removal or modification of such systems. Listed below are forms to assist businesses in complying with underground tank regulations. Vapor recovery process, requirements, and information:

The California Air Resources Board (CARB) requires the installation of Enhanced Vapor Recovery Systems (EVR) on retail and non-retail underground storage tanks. Additionally, in-station diagnostics (ISD) is required, for those stations that pump greater than 600,000 per year. In station diagnostics alerts the station operator of a vapor recovery system failure. The deadlines for existing facilities to comply with these requirements are:

  • April 1, 2009, Phase II EVR for all stations
  • April 1, 2010, Phase II EVR with ISD for stations pumping greater than 1.8 million gallons/year
  • September 1, 2010, Phase II EVR with ISD for stations pumping between 600,000 gallons/year and 1.8 million gallons/year

The CARB has certified two Phase II EVR systems manufactured by Franklin Fueling/Healy and Vapor Systems Technologies (VST). Underwriters Laboratory (UL) has approved the Healy Clean Air Separator (CAS) with ISD system. More Information on the installation, operation, and maintenance of the Healy system may be found at the CARB website. Information on the VST system may be found at CARB website. Installation of these systems or any other Phase II EVR modifications must comply with the Roseville Fire Department requirements.
