Management Team

   Fire Chief, Rick Bartee
Chief Bartee joined the Roseville Fire Department following a 34-year career with the Phoenix Fire Department.  At the Phoenix Fire Department, Chief Bartee most recently managed the Homeland Defense Bureau, FEMA/Urban Search and Rescue (USAR) Team, Fire/Police Joint Homeland Defense Bureau, All Hazards Incident Management Team, Strategic Planning and Special Events Planning, the Phoenix Fire Department’s Urban Area Security Initiative, and the State Homeland Security Grant Program grants. Chief Bartee is currently the National Task Force Representative for all 28 FEMA/USAR Task Forces, and is a member of FEMA/USAR Blue Incident Support Team as the Deputy IST Leader. He also served on the Arizona Counter Terrorism Information Center as an executive-board member.

   Assistant Chief Operations, Greg James
Greg James was born and raised in Roseville and is a graduate of Roseville High School. Greg is a certified Chief Officer, Hazardous Materials and Technical Rescue Specialist and has been a Paramedic for the last 18 years. Assistant Chief James is active as a State of California Fire Instructor teaching at Sierra College and has been responsible for national curriculum development for firefighter survival and rescue.

   Assistant Chief Support Services, Brian Diemer
Brian Diemer has been employed with the City of Roseville since 1994. He has 23 years in the fire service. Brian has been a Paramedic since 1992 and is a certified Hazardous Materials Technician, and Technical Rescue Specialist. He holds a Bachelor of Arts from California State University Long Beach. He has also served in the area of Communications for California Interagency Incident Management Team 4 since 2007.

Division Chief Fire and Life Safety, Jason Rizzi
Fire Marshal Jason Rizzi began his fire service career in 1999 and has served with the Sonoma County Department of Emergency Services and the West Sacramento Fire Department before joining the Roseville Fire Department in 2011. In 2013 Chief Rizzi retired from the United States Coast Guard Reserve as a Chief Warrant Officer with 22 years of service. He holds a Bachelor of Science degree in Fire Science and several International Code Council certifications.

   Division Chief Fire Training and EMS, David Dolson
David Dolson started his career in 1994 as a firefighter with the Elk Grove, CA Fire Protection District while attending Cosumnes River College in Sacramento. In 1995 he joined the City of Sacramento Fire Department. He was promoted to the position of Engineer in 2005 and Captain in 2006 where he served for 20 years. Chief Dolson earned his Bachelor’s degree in Health Sciences from Chapman University with a primary focus in Health Systems. He is also a California State licensed paramedic. Beyond his formal education he is certified by the California State Fire Marshal’s Office Training Division as a Chief Officer.

  Battalion Chief "A" Shift, Rich Harlan
Rich Harlan began his fire service career at the Folsom Fire Department and joined the Roseville Fire Department in 1995 as a Firefighter/Paramedic. He served 7 years as a F/F Paramedic, 6 years as a Fire Engineer and 8 years as a Fire Captain before promoting to the rank of Battalion Chief. He is a certified Hazardous Materials Specialist, Technical Rescue Specialist and has been a Paramedic since 1992. Battalion Chief Harlan has also taught at the Sierra College Fire Academy and holds a Bachelor of Science degree in Fire Technology and is a State Certified Fire officer.

  Battalion Chief "B" Shift, Brian Schwalbe

 Battalion Chief "C" Shift, Kevin Morris
Kevin Morris began his career with the Roseville Fire Department on August 1, 1988, as a Fire Fighter EMT-1. He promoted to Fire Engineer in June 1992 then to Fire Captain in July 1994. He promoted to Battalion Chief in March 2008 where he is currently assigned to Battalion 1-C.
