Management Team

Fire Chief, Marcus Reed

Fire Chief Marcus Reed comes to Roseville Fire Department from the Tualatin Valley Fire and Rescue District in Oregon, where he currently serves as Division Chief for the eleven years. Chief Reed has 29 years of experience in the fire service. Currently, he serves as the Vice-President of the Western Placer County Fire Chiefs Association, and as an Executive Board member in the Operations Sections of the California Fire Chiefs Association. He was elected Fire Commissioner at Clark County Fire District #6 in 1991, and was active in the IAFF at both the local and state levels. He has served on the State of Oregon Building Codes Division Advisory Committee for solar energy responsible for developing and implementing Oregon’s first state wide Solar Energy Building Code.

Marc Lives in Granite Bay, with his wife, Sara and their three children James, Kennedy and Fiona.

Division Chief Training Officer, Jim Bryla

Training Chief Jim Bryla started his fire service career in 1980 and served with the Los Angeles City Fire Department and Truckee Fire Protection District before coming to the Roseville Fire Department in 1992. Division Chief Bryla is a State Certified Fire Instructor and State Certified Chief Officer. In addition to his fire department duties Chief Bryla teaches fire science and fire academy classes at several local community colleges.

Division Chief Fire Marshal, Jason Rizzi

Fire Marshal Jason Rizzi began his fire service career in 1999 and has served with the Sonoma County Department of Emergency Services and the West Sacramento Fire Department before joining the Roseville Fire Department in 2011. In 2013 Chief Rizzi retired from the United States Coast Guard Reserve as a Chief Warrant Officer with 22 years of service. He holds a Bachelor of Science degree in Fire Science and several International Code Council certifications.

Division Chief - Operations, Kathryn Finney

Kathy Finney was hired by Roseville Fire Department in 1987 as a fire fighter EMT II. She then progressed through the ranks from Engineer to Captain, and in 2006 she became the "C" shift Battalion Chief. She currently holds the position of Division Chief of Operations, which overlooks all fire operations and the USAR and HazMat Task Forces. She remains a licensed paramedic and is a Hazardous Materials Specialist; she holds a Bachelor of Science in Heath & Safety Studies from CSU Sacramento and an Masters of Public Administration with an emphasis in Public Safety Leadership from Walden University. She is also an Operations Section Chief for the Placer County Interagency Type III Incident Management Team.

Battalion Chief, Greg James

Battalion Chief Greg James was born and raised in Roseville and is a graduate of Roseville High School. He has 21 years of service and joined the department in 1999. Greg is a certified Chief Officer, Hazardous Materials and Technical Rescue Specialist and has been a Paramedic for the last 18 years. Battalion Chief James is active as a State of California Fire Instructor teaching at Sierra College and has been responsible for national curriculum development for firefighter survival and rescue.

Battalion Chief, Tony Davis

Tony Davis began his fire service career in Nevada County and joined the Roseville Fire Department in 1987 as a Firefighter/EMT. He served 17 years as a Fire Engineer and 8 years as a Fire Captain before promoting to the rank of Battalion Chief. He is a certified Hazardous Materials Specialist and holds a Bachelor of Arts degree in Business Administration – Management.

Battalion Chief, Richard Sisk

Richard Sisk was originally hired in August of 1988, he began his career at Roseville Fire Department on “B” Shift as one of the youngest Firefighters in the department. Rich was promoted to Engineer in 1992, and promoted to Fire Captain in 2002, and he has dedicated the majority of his service at Fire Station #1. As an early member of both the Rescue Team and Haz-Mat Team, Rich has enjoyed being in the central hub of Roseville Fire Department at Station #1.

Battalion Chief, Kevin Morris

I came to Roseville Fire Dept on Aug 1, 1988 as a Fire Fighter EMT-1. I promoted to Fire Engineer in June 1992 then to Fire Captain in July 1994. I promoted to Battalion Chief in March 2008 where I’m currently assigned to Battalion 1-C.
