Business Solar Energy Program


Solar Electric (PV) Interconnection

All PV systems must be owned and operated by the Roseville Electric customer of record. Power Purchase Agreements (PPA) and lease to purchase agreements do not qualify for the Business Solar Energy Program.

Business customers who desire to own and operate a 1kW to 1mW photovoltaic (PV) solar electric generation system designed to offset up to 100% of the customers energy load must comply with the Business Solar Energy Program requirements, and receive approval to interconnect from Roseville Electric prior to operating the PV system.  Failure to do so will restrict access to net metering tariffs and may cause the system to be denied operation by Roseville Electric.

Businesses interested in building a PV to sell energy to Roseville Electric and not wanting to offset the electric load should contact the Roseville Electric Power Generation Group at 916-79-POWER.

Roseville Electric allows business customers to apply for:

(1) Interconnection only, no rebate
(2) Interconnection with a PV rebate 

All applicants for PV system installations must model their proposed system in the California Energy Commission’s CSI Standard PV Calculator, and provide a copy of the CSI Calculator Inputs and Results as part of the application.

In addition, applicants must apply and pass all building department inspections and requirements; contact the Permit Department for more information. Building Department fees and applicable meter upgrade charges will be collected by the building department as part of the permit process.

Contractors must possess City of Roseville business license to install systems in the City of Roseville.

PV SYSTEM INSTALLATION TYPES

All PV systems must be owned and operated by the Roseville Electric customer of record. Power Purchase Agreements (PPA) and lease to purchase agreements do not qualify for the Business Solar Energy Program.

Interconnection Only Customers
Customer’s with a PV project that is not requesting rebates must apply under this program to install a PV system and receive approval for interconnection from Roseville Electric before operation of an installed PV system may occur.

Systems 100kW to 1,000kW must be split into two systems, where the up to 100kW system includes infrastructure to receive rebates; and the over 100kW portion of the system does not. 

The Program Handbook, Customer Check list, Project Flow Process Diagram, and informational links provided are designed to guide you through this process and identifies what needs to be complete prior to and after the construction process.

The applicant is required to pay meter upgrade charge for the required net meter.  The meter upgrade charge is subject to change.

PV Incentive with Interconnection Customers
Roseville Electric offers rebates to business customers who install a 1kW to 100kW PV system.

Roseville Electric's Business Solar Energy Program aligns with California’s Million Solar Roof Initiative (Senate Bill 1), and rebate levels are reduced over time.  Customers who install a 1 kW to less than 10 kW CSI Rating from the CSI Standard PV Calculator system receive a one-time estimated performance based incentive (EPBI) upon system installation.  Customers who install a PV system that is 10 to 100 kW CSI rated AC watts will be paid a performance based incentive (PBI), quarterly, based on actual system energy production for 5 to 10 years depending on system size.
 
SB1 also requires business customers to learn about energy efficiency and in some cases improve facility efficiency prior to installing and receiving incentives for installing a PV system, this includes benchmarking with ENERGY STAR Portfolio Manager.  In addition, there may be additional meters or phone lines required; and all systems must have a third party inspection completed.  The Program Handbook, Customer Check list, and informational links provided are designed to guide you through this process and what needs to be complete prior to and after the construction process.

All applicants are required to pay for meter upgrade costs for the required facility net meter.  For 10-100kW size systems the customer must also pay for the PBI PV system production meter and installation costs and provide a dedicated phone line to the PBI meter for the duration of the applicable quarterly PBI rebate payment.   The net meter and PBI PV system meter charge are subject to change.
  
Funding for the Business Solar Energy Program is limited and customers must reserve funds for their project prior to construction of the PV system.

Customer Check List – to assist with tracking of required documentation for the type of system being installed.  This is a guide only; please refer to the Program Handbook, Rule 21, and details in the application forms.  Customer is responsible for knowing program requirements and submitting all required program documentation.

PR Project Flow Process – to assist customers and contractors with understanding the coordination and flow between the building permit application and the solar energy program application.

Upon approval of above required forms, Roseville Electric will provide system approval on FORM B – “PV System Reservation”.  Once customer receives this form they may proceed with installation of the PV system.

FORM C – “PV Installation Certificate” – All PV Applicants
FORM D – “Independent Certification of PV System”  – PV Rebate Applicants
FORM E - "PV System Installation Completion Notice" – All PV Applicants

Upon approval of required program forms and documentation, and final building permit approval; Roseville Electric will provide applicant with a written notice, the "Approval to Interconnect" FORM F.  The customer may not operate the PV system until this form has been received.
