The authority to establish a redevelopment agency is granted by the Community Development Law of the State of California. Every city or county within the state may establish a redevelopment agency by adopting an ordinance declaring the need for such within the jurisdiction. In the City of Roseville, as in most California communities, the City Council serves as the local Redevelopment Agency (RDA).
