Building Improvements and Signage

Façade Rebate Program – a property owner or business owner with permission from the property owner can receive up to $25,000 for building improvements made to the face of a building. (Redevelopment Agency)

Sign and Awning Program - similar to the facade rebate program a property owner or tenant can receive up to $3,000 for a new sign, $7,000 for a new awning, or $10,000 for a combined sign and awning. (Redevelopment Agency)

Business Energy Efficiency Rebate Programs

Business New Construction/Major Tenant Improvement – rebates for energy efficient technologies installed that exceed the California Energy Commissions Title 24 minimum requirements by 10% or more for peak demand load reduction. Worksheets are provided to convert T24 kWh savings into kW demand savings.

Chiller – rebates for energy efficient cooling tower and heat rejection equipment

Customized – rebates for peak load reducing projects installed by customers, customers propose the project for evaluation and approval

HVAC – rebates for energy efficient AC retrofits, cool roofs, window films, and programmable thermostats.

Lighting – rebates for energy efficient lighting retrofits

Fee Programs

City Fee Deferral & Fee Financing ProgramsThe City’s Fee Deferral Program allows certain development fees to be paid prior to final, rather than building permit issuance. projects located in the downtown or older commercial areas, affordable housing projects, existing businesses that are relocating or expanding and targeted businesses to defer city controlled development fees until occupancy, rather than at building permit issuance. The recently expanded Fee Financing Program allows consideration of smaller fee financing requests, repaid over five years with interest, including business owners that lease or rent space and do not own business property. Statewide Community Infrastructure Program (SCIP) – SCIP is a fee funding program that allows a developer to use tax-exempt bonds to pay for many impact fees, such as fees for traffic, water connection, local sewer, drainage, parks, etc that are due when a building permit is issued. Bonds are repaid through a 30 year assessment on the parcel and repayment obligations runs with the land. The SCIP program recently expanded to include the use of these funds for public improvements required of a project including sidewalks, curbs and gutters. Residential Fee Deferral Program – Allows homebuilders to defer many of the City’s development fees. Rather than pay the fees at building permit issuance, the fees can be deferred until final inspection or to escrow.

Development Fee Information/Estimates – Residential and non-residential development fee booklets are available online or at the Permit Center explaining how each fee is calculated. The books include maps, tables and worksheets so that any interested parties can estimate fees for a project. CDD staff can also provide one fee estimate per project at no charge.

Loan Programs

Commercial Loan
– although these low interest, often deferred loans, are made with property owners for building improvements, the owner can pass along the proportionate savings to a tenant over what a conventional loan would have cost. (Redevelopment Agency)

Renewable Resource Programs

Green Roseville Program - Business customers have the option to purchase clean renewable energy from wildlife friendly wind turbines in Northern California and solar energy facilities in Roseville without installing complicated and expensive equipment on their facilities. Purchased in flexible blocks, the customer can purchase the exact amount they need.

Solar Buy-Down – business customers installing photo voltaic (PV) systems on their facilities are eligible to receive an incentive from Roseville Electric for their renewable energy installation.

Shade Tree Program - Business customers may receive free shade trees for their business properties. Assistance with plant selection, placement and proper planting and irrigation tips are provided. Shade trees, when properly placed, decrease heat build up which reduces the electric bill and increases the value of the property.

Small Business Lighting Retrofit, 250 Program
- Small business customers are hard to reach and often don’t have financial resources to implement efficiency measures. This program offers a double rebate to eligible small businesses and a $250 incentive to the contractor for installing energy efficiency lighting retrofits. This program follows the technical specifications in the standard Business lighting program.

Energy Profiler On-Line® - Medium and Large Business customers with greater than 250kW in demand are enrolled in the Energy Profiler On-Line®web based metering program. The electric meter records and stores energy use every 15 minutes. The meter is interrogated at night and then posted to the customers password protected website. The website provides the customer with the ability to actively manage their energy use through usage graphs, tables, and comparisons for energy analysis.

Utilities Programs

Toilet Rebates
- Receive up to $200 on each toilet by replacing your older (pre-1992), non-conserving toilets or urinals with a new low flush or high efficiency toilet or a 1.0 gallon per flush urinal.

Free Plumbing Retrofit Devices - The Water Conservation team distributes numerous plumbing retrofit devices to customers who have fixtures that are dated prior to 1992.

Other Programs

Affordable Housing and First Time Home Buyer Information – The Housing division continually updates information posted on their website of affordable rental housing opportunities and First Time Home Buyer opportunities. Employers can pass along this information to their existing employees or use the lists as part of their recruitment packages for prospective employees.

Invest Downtown Economic Assistance Program (IDEA) - This program is designed to enhance the economic viability of Downtown Roseville by encouraging private investment in the form of new development and the rehabilitation of existing properties. The program consists of three components including financial and regulatory incentives, development processing procedures specific to infill development projects, and building codes and development standards specific to infill development. Redevelopment project area stakeholders and the Chamber of Commerce have been involved in the development of this program. (Redevelopment and Community Development Department)

Compliance Incentive DiscountRoseville Fire rewards businesses by providing a 25% discount of fees for those businesses that have exceptional compliance with fire safety requirements.
