Local campaign finance reform was implemented in Roseville in 2000. The ordinance defines strict requirements that candidates must adhere to and limits campagin expenditures. The limitations are summarized below:
Before accepting any contributions, a candidate must file a form with the City Clerk, either accepting or rejecting the campaign expenditure limit and remit form to the following address: City of Roseville, Attn: City Clerk, 311 Vernon Street, Roseville, CA 95678 (916) 774-5200. See form below:
2012 Statement of Acceptance or Rejection of Campaign Expenditures
1. A candidate who accepts the expenditure limit may accept contributions of up to $500 from a single source
2. A candidate who rejects the expenditure limit may accept contributions of up to $250 from a single source
3. The contribution limit is cumulative for all contributions from a single source between February and December 31
4. Anyone who has received a campaign contribution of at least $100 since they last filed a contribution report must file a contribution report with the City Clerk. These reports are due on the first of the month March 1 through December 1. A final report is due on December 31. The form is attached below and must be mailed or delivered to the City Clerk Department at 311 Vernon Street, Roseville, CA 95678 by the first of every month after fundraising efforts have commenced.

It is recommended that prospective candidates schedule an appointment with the City Clerk in order to receive a summary of required paperwork to run for City Council. In order to participate in your local electoral process, you must be a registered voter in the City of Roseville. The Roseville City Clerk Department has a wide variety of responsibilities in administering elections in Roseville. Our staff is responsible for everything from certifying candidates to checking initiative and referendum petitions. Department staff advises candidates and local elected officials on the qualifications and requirements for running for office. The City Clerk Department is also responsible for carrying out the provisions outlined in Roseville's Campaign Finance Ordinance. On November 6, 2012, registered city voters will select three members of the Roseville community to serve on the Roseville City Council. Mayor Pauline Roccucci and Councilmember Carol Garcia currently hold two of the seats up for election and both are eligible to run for an additional term. An additional seat currently held by Councilmember John Allard is up for election as Councilmember Allard has served two consecutive four year terms and Roseville’s term limits prohibit candidates from seeking re-election after serving two consecutive terms. The terms assigned to these three seats are four-year terms of office.
A prospective candidate for City Council must be a Roseville resident who is at least 18 years of age or older, and be a registered voter of the City of Roseville.
Local campaign finance reform was enacted in Roseville in 2000. The ordinance was adopted with the intention of lowering campaign costs and slowing the increase in campaign spending. The ordinance defines the campaign period, which is now open for potential candidates who want to begin fund-raising. Roseville citizens who are interested in running for office must abide by campaign limitations referenced in Chapters 2.60, 2.80 and 2.90 of the Roseville Municipal Code, which is available on the city’s Web site at www.roseville.ca.us or at the Clerk’s Department at 311 Vernon Street.
Although candidates cannot file official nomination papers until July 16, 2012 through August 10, 2012, Roseville Campaign Finance regulations allows prospective candidates to file a candidate intention statement, form a recipient committee and start fundraising on February 7, 2012. The regulations also state that before accepting any contribution, a candidate must file a form with the City Clerk, either accepting or rejecting the campaign expenditure limit. The expenditure limit for the November 2012 election is $96,108.00.
The official nomination period opens on Monday, July 16, 2012 and runs through Friday, August 10, 2012. This is the time frame in which potential candidates must file their official nomination paperwork with the City Clerk and prepare documents for the official ballot.
Regular meetings of the City Council are held on the first Wednesday of the month and adjourned meetings are held on the third Wednesday of the month. Meetings begin at 7:00 p.m. in the Council Chambers of the Civic Center, 311 Vernon Street. Additional meetings are held as necessary. Complete agenda packets are available on the Friday preceding Council meetings in the reception area of the City Clerk’s Department, 311 Vernon Street and on the city’s web site at www.roseville.ca.us.
Extensive time is required to review the material to be considered at the meetings. Members are also required to serve on auxiliary boards, committees, and or commissions associated with Roseville, the Placer region, and the greater Sacramento area.
Councilmember compensation is six hundred dollars ($600) per month and the mayor receives an additional fifty dollars ($50) per month. Councilmembers may, upon order of the City Council, be reimbursed for reasonable and necessary expenses incurred while performing representative services of the City of Roseville.
The Councilmember elected with the highest number of votes in the election shall be seated as Vice-Mayor, and after two years seated as Vice-Mayor, will assume the position of Mayor.
